Arsenal should have been awarded a late penalty during their 1-0 victory over Aston Villa, according to the Premier League’s Key Match Incidents Panel.

The incident occurred in the eighth minute of stoppage time at Villa Park when Ian Maatsen challenged Bruno Guimaraes inside the penalty area.

No penalty was awarded on the field and VAR declined to intervene, allowing play to continue as Arsenal protected their narrow advantage.

However, the independent KMI Panel has now unanimously concluded that both decisions were incorrect.

All five members ruled that Maatsen fouled Guimaraes and Arsenal should have received a penalty.

The panel determined that the Aston Villa defender made clear contact with Guimaraes’ standing leg without touching the ball and described the challenge as reckless.

Its verdict stated: “The panel felt that a penalty should have been awarded on-field for Maatsen’s reckless challenge on Guimaraes.”

The panel was equally decisive when assessing the subsequent VAR review, voting 5-0 that the video assistant referee should have intervened.

According to the KMI Panel, the decision not to award a spot kick represented a clear and obvious error, meeting the threshold required for VAR involvement.

There was another potentially significant consequence for Villa because the panel also believed Maatsen should have received a second yellow card for the challenge.

The Dutchman had already been booked, meaning the recommended punishment would have reduced the hosts to 10 players for the remaining moments.

Fortunately for Arsenal, the error ultimately had no impact on the result.

Bukayo Saka’s second-half goal proved enough for Arsenal manager Mikel Arteta’s team to leave Villa Park with all three points and preserve their perfect start to the Premier League campaign.

The Gunners have subsequently extended that run by beating Chelsea 2-1 at the Emirates Stadium, recovering from Morgan Rogers’ goal after 77 seconds through strikes from Kai Havertz and Martin Odegaard.

Arsenal consequently sit on nine points after their opening three league fixtures, having conceded just once.

The KMI Panel was introduced to provide an independent assessment of major refereeing decisions and consists of three former players or coaches alongside representatives from the Premier League and PGMOL.

Its findings do not alter results but provide an indication of whether important on-field and VAR decisions were considered correct under the competition’s refereeing standards.

In this instance, there was no disagreement among the five members.

Arsenal ultimately did not require the penalty to win at Villa Park, but the unanimous verdict confirms that Guimaraes’ late challenge should have given the champions an opportunity to double their advantage from the spot.
